In terms of image quality, touch screen abilities, video quality, the TX-20 offers the best of these. Even though it's menus can take a bit of getting used to but when you do, you'll find no better place to spend 200$. It's price makes it almost a steal for its waterproof, dustproof and shock proof features. It's also a full HD at 1080/60i with dual record of images and video. It's highly reviewed as to be one of the best affordable waterproof cameras.

If you're really tight on budget, and you want to spend less than 120$, then you should look at Fujifilm XP50. It goes down to 16.5 feet and shock proof for 5 feet or less falls. It offers 1080P HD video and special camera effects. It's resolution is at 14MP and both video and images are perfectly clear underwater. If you don't plan to be a diver or a full time snorkeler, than you should invest in this camera. It's price and features make it a great deal for the low price and it won't hurt your budget.
