Which has the better cleaning suction & performance?

Which is easiest to use/handle?

Firstly, both models are extremely lightweight -- with the Steerable weighing in at less than 14 lbs and the Bagless at just 12.6 lbs (making it in turn Hoover's lightest upright). However, although the Bagless is somewhat lighter, but because  the UH72400 has the integrated steerable technology at the base, this makes turning around awkward corners and angles easier  (saving you the hassle of a 3 point turn, dragging it back and forth) -- with the general navigation a much smoother & less rigid process. This is a bit of a subjective matter though, so you should try them out at your local vacuum store to get a better feel of each.

Which offers the best practical specifications? 

Both models have also been designed with practical cleaning use in mind -- the Steerable has a naturally low profile head to clean under furniture etc. whereas the Bagless has an integrated recliner which allows it to go all the way down to the floor, effectively carrying out the same job.

With the Bagless you have an automatic height adjustment mechanism, which doesn't feature on the steerable -- arguably this better suits certain individuals (either they are particularly tall or short) when operating the vacuum. 

They both share the same extensive hose length of 30 ft, but with the hose reach -- the Steerable is a little longer at 14 ft whereas the Bagless it is at 12 ft.

With the on-board accessories the Steerable just has a 2 in 1 tool which is basically a crevice tool & brush nozzle. The Bagless however has an array of attachments including the crevice tool, upholstery/dusting brush, 3 in 1 combination tool as well as a stair hose.

Further Information

With regards to warranty -- the steerable is covered with a 5 year warranty when bought new & with the bagless it is just a 2 year coverage plan.

They are also fitted with a easily maintainable HEPA filter system that prevents allergens & dust particles from being expelled into the air whilst vacuuming -- hence are safe to be used by allergy sufferers & asthmatics.

Conclusion: Which vacuum should you buy -- the UH70400 or UH72400?

Given the price of the two models are very similar around the $130 approximately -- I would personally opt for the Steerable given that it is a bit more powerful (although this is relatively marginal factor) is more agile and easier to use, as well as the practical features not being too dissimilar (they are both bagless, both have an extensive cleaning reach, they have the electronic brush roll -- it does get somewhat trumped in the on-board accessories but these can be simply purchased separately if I find that identify a particular need for them), but also a particularly big deal breaker is I know I get an extra three years on my warranty.
