Reforging the Crusader's Relics
"I have recovered all the Crusader's Relics, though they are damaged beyond practical use. Perhaps there is a way to restore them."
After recovering the Relics, the quest starts, but you lack the information to proceed any further initially.

By asking him about "Crusader's Relics" and "Vulcanus" he tell you about a blacksmith, Vulcanus, who can reforge the relics and that he lives in Sercen.
"There is a blacksmith called Vulcanus living in Sercen who may have the means to repair the Crusader's relics."
Credit: Lanceor/Bethesda Softworks/eGDC LtdAlso speak to Pelinal who is... somewhat unpleasant and more than a little arrogant, and ask him about "Restore the Crusader's Relics" and "Blessed by the Eight" and he will tell you about the Shrine of the Eight which is behind a waterfall west of Sard where you can get them blessed again, after they are reforged.
"I can reconsecrate the Crusader's Relics at the Shrine of the Eight, but first, I have to get them reforged."

She tells you that she is studying the Adabal, and will be in Fanacasecul if you need her. Naomi will also tell you a bit more about the Adabal, and that there are three of them and the one that Al-Esh is wearing will become the Amulet of Kings.
Credit: Lanceor/Bethesda Softworks/eGDC LtdSercen is another former Ayleid city now occupied by Alessian forces on the north shore of Lake Rumare. Enter and find Vulcanus. He will tell you that he has retired and no longer forges weapons and armour. Speak to him about "Reforge my weapons and armour," "Only you can reforge Pelinal's relics" and "Tell him the story." and then ask about "Titanite alloy" and "Titanite" and he will offer you a deal. If you bring him 30 pounds of titanite and he will reforge the weapons and keep the remainder as payment.
He will offer to sell you a Diamond Tipped Hammer for 400 Gold. You will need to buy this; although there are a number of loose crystals lying around, there aren't enough to get the weight you need without getting some from the Giant Titanite Crystal in the fissure.
The meteorite location is underwater and he suggests you speak to Tamira, who is nearby, as she may have useful supplies, if you don't have any yourself.
"I've agreed to obtain thirty pounds of titanite ore for Vulcanus to reforge the Crusader's Relics. This can only be found at the site of a meteorite strike south-east of Sercen. He warns that none who investigated the site have returned though."
Tamira sells the, fairly expensive, Ayleid Helmet of Gills, which has the constant effects Water Breathing, Night Eye and Detect Life 20' all on self. In order to get to the crystal you need water breathing, some means of healing, and night eye spells or items as well as the hammer.

"I have found the site of the meteorite strike. It looks like the meteorite has punched a deep fissure into the bedrock."
Credit: Lanceor/Bethesda Softworks/eGDC LtdThere are two 0.5 pound Titanite Crystals outside the fissure, which you should enter.
"The interior of the fissure is uncomfortably hot. In addition to light and a means of breathing underwater, I should be wary of heat exhaustion."
Inside the fissure you will suffer constant low level damage from heat exhaustion. There are 33 loose, 0.5 pound, Titanite Crystals inside, although some seem to be unreachable. There is a Large Titanite Crystal, which weighs 6 pounds, and a Giant Titanite Crystal which can be activated, which requires the Diamond Tipped Hammer.
"Credit: Lanceor/Bethesda Softworks/eGDC LtdThis giant titanite crystal should provide more than enough for Vulcanus to reforge the Relics. With the diamond tipped hammer, I should be able to chip off several large pieces of titanite."
There is a chance, when activating it, that something will appear.
"You sense a sudden movement. Hammering the giant crystal has awoken something in the depths..."
A Crystal Elemental, which possess a Large Titanite Crystal, will appear and have to be defeated.
Keep activating the crystal until you get the message "You obtain another Large Titanite Crystal. The Diamond Tipped Hammer is visibly cracked and could shatter with further use."
Once you have at least 30 pounds of crystals, your log will update.
"I have obtained thirty pounds of titanite ore and should return to Vulcanus so that he can reforge the Relics."
Now return to Sercen and Vulcanus and speak to him about "Titanite" and "Reforge the Crusader's Relics." He will ask what type of armour you want forging, whether you want Heavy or Light, and whether you want it Polished or Antique. This decision is not permanent, you will be able to change it after completing The Castle of the Nine. You have the options "That's correct," "I changed my mind" and "Let me think about it first." Once you agree on what you want, he takes the requisite amount of titanite and the relics.
"Vulcanus will require three days to reforge the Crusader's Relics. I can wait here or explore Cyrod in the meantime."
In the meantime you can explore the other places on the map, including doing the quest Little Brother in Lower Vanua.
Once three days have passed you log will update.
"Vulcanus should have finished reforging the Relics now. I should go and see him now."
Credit: Lanceor/Bethesda Softworks/eGDC LtdReturn to Sercen, if you left, and speak to Vulcanus about "Crusader's Relics." He states that the relics are on the Armour Stand near him. If you need them repairing at any time, simply place them back on the Armour Stand and Vulcanus will fix them.
"Vulcanus returned the reforged Crusader's Relics to me. While physically stronger than before, their magic is still tainted. Perhaps someone at Fanacasecul will know how to restore their powers."
This completes the quest, and the repair of the relics continues with getting them blessed in Shrine of the Eight.
