Strength and Wisdom
"I must make a choice. I can help either the Hjorgunnars get the key of Strength from Hjorgunnar Manor, to the South of Amber Creek. Or I can help Agnar and Brother Thorlogh get the key of Wisdom from Kalrun Monastery, far to the Northeast, in Falskaar Hold."
Both parties leave Borvaldur Manor and head east out of Amber Creek. This is two different quests, only one of which can be done. Both quests involve a trek over a good distance, and the NPCs accompanying you are in no great hurry to get to their destinations.
Key of Strength

However, you cannot tell Svegard that until he has stopped outside Hjorgunnar Manor, which is in the south west of Falskaar. It can take some time for the brothers to arrive there.
Once Svegard is ready, if you speak to him he will ask if you are ready to get the key. You can either say that you are ready to get the key, or say that you've decided to go and help Agnar and Thorlogh instead.

Credit: Alexander J Velicky/Bethesda/eGDC LtdThere is a Nirnroot in the grounds of the manor, and some minor loot in the manor itself. Follow the brother to Hjorgunnar Crypts, which have been looted. The brothers speculate that the house was built on some Nordic ruins. Follow them through; there are some dead Draugr and urns of various types. The brothers wonder why the torches are all lit; this becomes obvious shortly, as there are bandits in the crypts. In the room where the key was supposed to be, it is noticeable by its absence. One of the bandits surrendered before he was killed and says that it has been taken to Bearclaw Cave. After he finishes, Ulgar will strike him dead. It's possible that Ulgar may get stuck behind the door in the final room; if he does, close it.
Credit: Alexander J Velicky/Bethesda/eGDC LtdOnce the last bandit is dead, Svegard will turn to you and say that you need to get to Bearclaw Cave as quickly as possible in order to catch Yngvarr's men. If you ask him why Ulgar struck down an innocent man, he says that the bandit was one of Yngvarr's goons, and wasn't innocent. Tell Svegard you are ready, and he says that they will meet you at the cave. They leave out of the other door; follow them, taking any loot if wanted. You exit the catacombs through a different door which opens into the manor at the bottom of a flight of stairs. Climb them and pull the chain at the top to open a secret door into the manor.

Credit: Alexander J Velicky/Bethesda/eGDC LtdExit the manor and make your way to Bearclaw Cave, which is some distance away. When you arrive Svegard and Ulgar are camped outside the cave. Approach Svegard and he will speak to you, and then the pair will enter the cave. Make your way through to the final chamber, encountering some bandits along the way. The Key of Strength is on a table behind a keg. Once you take the key, speak to Svegard and tell him that you have it. He will then tell you to take it back to Agnar in Amber Creek, and that they will meet you there.
Key of Wisdom

Agnar will tell you to tell Thorlogh when you are ready, but you cannot do this until you all arrive at the monastery. There is a good chance that the bandits at Olgrahm's Tower, which is just on the other side of the bridge over the river, will attack, but fortunately, neither Agnar nor Thorlogh can be killed.

Credit: Alexander J Velicky/Bethesda/eGDC LtdFollow them through the passage and you will come to a large, multi-levelled cylindrical area. A man on a higher level, who can neither be reached nor attacked, instructs unseen enemies to kill you, and states that you will never get "his key." When Agnar asks Thorlogh if he means Yngvarr, Thorlogh states that Vernan, the Prior who was exiled for betraying the monastery some time back, is the head of the necromancers. Continue on through, fighting various necromancers who will attack. Fortunately, there is a shortage of dead bodies, meaning that the necromancers won't be raising hordes of zombies.

The same man is once again unreachable on a higher level, and still cannot be attacked, gloating at you. Continue on through, and in the final large room, there are another five necromancers. Kill them all. Once they are dead, you will be instructed to find the key. This is easy enough. In the north-western wall of the large room is a door into a room filled with Burial Urns and Urns. At the far end of it is a pedestal, on which is the Key of Wisdom. Take this, and return to Agnar. Tell him that you have the key, and he will instruct you to return to Amber Creek, and they will meet you there. He hopes that the Hjorgunnar brothers have had equal luck. Now return to Amber Creek.
Once you have the relevant key, return to Amber Creek and enter Borvaldur Manor. Tell Agnar that you have the relevant key, and he will take it from you, saying that the other key has also been recovered, and tells you to take a seat at the table so that the next meeting can begin.
Once everyone is seated at the table, they start discussing what to do next. Although they have three keys, Yngvarr still has two, and it seems unlikely that they will be able to get them. Brother Thorlogh suggests looking for the Heart Chamber, where the Heart of the Gods was placed for safekeeping. The location is apparently mentioned in a book called The Heart Chamber, which was at Vizemundsted. This was a Dwemer ruin that was being used as a library by scholars, until suddenly the Dwemer machinery came to life and killed all but one of them. Most of the books, including The Heart Chamber, were left inside.
The other four all rule themselves out from going to the ruin, leaving only you. Agree to go to Vizemundsted, and this will complete the quest.
