The previous government of Franco is one that left a fixed mark on the country of Spain. Citizens enjoyed the low crime rate but hated the lack of freedom and selection. Outside of the great cities, inhabitants struggled with poorness. Inequality was rife between men and women, natives and foreigners, the rich and the poor.

A foreigner was also not allowed to purchase property. People found ways around this law although it was not legal. However 1976 saw the year when changes were made and it was as a result of the death of Franco.

The new Spanish Government wanted money to roll in from outside of its borders. This would be the easiest technique to boost its failing economy.
