Traditionally a project is said to be a success if it is delivered on time, on budget and to the appropriate level of quality. However, there is a fourth measure of success, that, if not met, will result in the perception that the project has failed. That measure involves how people perceive the project outcomes. Rightly or wrongly, if people think that the project outcomes don't meet their needs, it won't matter if the project came in early and under budget; it will still be seen as a failure.
